You could always do what works, pick two characters at random. Seems how most shojo-ai I find on the net seems to go, as well as doushinji. Don't know too much about Naruto, and even less about Beyblade. I've read up to the junin exams in Naruto, and only seen commercials for Beyblade, either the toys, games, or tv show. As you can guess by my handle, I'm more focused on DBZ. So, after that lengthy explanation of my knowledge, I'd suggest either 18 and Videl, or go for an oddball pairing, and use the dragonballs to genderbend one of the male characters, and have their normal relationship turn yuri/shojo-ai.
