Let's view it this way. In every battle, the Z Fighters will have to face the enemy that's stronger than them. For instance: Goku vs Frieza, Gohan vs Cell.
We see that Goku relies on strength and fights spontaneously, and plans as he fights. Vegeta and Piccolo take more calculated approaches so that their moves are well thought-out.
Now what do you think determines their success in defeating the enemy? Is it because of their strength? Or is it because of excellent strategy, tactics and plans? Why do you think your answer determines their success? Do you think they will do much better if they depended on the former/latter? Discuss here!
I say It all of them combined. Because even you got a good stargey, it doesn't always win the battle.
Well in DBZ its realy strength most times.
Its mostly about getting the next power boost so you can beat the new enemy who is stronger than the last.
I think tactics and strategy goes hand-in-hand with strength. You can't just go ahead and charge at the enemy, especially if he's a lot more cunning and smarter than you (think Future Trunks vs Perfect Cell).
Unless of course, the enemy is more brainless than a certain fighter but stronger in every which way (eg: Recoome vs Vegeta).

They're both important of course. But in DBZ I think strenght matters. The way I see it no matter how smart the person is it wont work against an enemy that has a lot of strength. Even if it would hit their critical spot they would just be too powerful or immune.
I remember when Cell just transformed krillin attacked his neck and aimed for his critical spot carefully. But that didnt work and he got bitchslapped :b
i say tatic usall but since it z fights i choose strenght and little stragtigie
Tactic/Strategy is FAR more important. While you can just charge in with Strength a well planned strategy is enough to take down ANY FOE no matter how big they are.

Agreed. If the Z-fighters cease to use a tactical approach, how will they defeat their enemies?
Honestly, it all comes down to strength in the Dragonball universe. Vegeta unleashed tactical hell against Recoome and was still easilly defeated by the brute. Piccolo is one of the greatest strategic minds of the DB universe, but he can't hope to compete with a super saiyan.
