There's a possibility that they're related. Maybe not immediate family members, but maybe they're from the same roots? It could be that they have the same grandfather, or the same ancestors.
By the way, who's to say that Vegeta and Goku aren't related? Maybe they do (same reasons as above)! XD

Vegeta did say this if I'm not mistaken.....he meant it as a Saiyan brother. He didn't mean directly, but he meant they shared something. I believe this was while Vegeta was dying maybe? idk but he didn't mean it literally
Turles.....no, not a brother. Distant relation quite possible. The hair is a dead giveaway for a possibility. But there was no mention of any sort of relation during the movie so there's no way to tell in Turles' case
Not too sure about this one. If Turles is related to Goku as a cousin, then perhaps Bardock should have had a brother or sister to make this possible in the first place...

I usually try to ignore Turles when thinking about canon DBZ with all my brain since I don't love the character and he's kinda too random for my taste. (And at first I thought he was Bardock, wat.) But if we look into the movie universe... Well, even though I doubt that whoever wrote the plot thought they were related, I think yes, Turles and Goku could have been some kinda cousins or something. Just not very close ones at least because you'd think Turles would have said something about them being related if that would have been true.
The movies aren't cannon. There's a lot of talk about it, but Turles has no relation. I read low-class Saiyans have hair like Goku's online.
This is just a wild guess but Turles might be Bardock's twin brother.
I doubt that.
As Destruction tried to explain earlier, Turles is just an evil version of Goku that Toriyama wanted to show to the fans. To make him actually exist in the storyline through an actual background, it was explained that low class Saiyans looked alike.
There was no intention of having a family relation between the two, so he is not Goku's cousin
